How to obtain this Chao
You can obtain this Chao by giving a Chao of your choice these items: Martian Uniform Helmet, Martian Uniform Torso and a Martian Uniform Pants. These items can all be obtained from the Martian Madness event.

Variants of this Chao
This Chao has more than 50 different colors to choose from. In order to obtain them all, you need to buy Colored Fruit from the Fruit Chao, which may or may not exist in 1.4 at this time.

How to change your Chaos colors
Obtain the Chao Egg of your choice.
Give your Chao Egg to the guide to see if it can change or not.
If your Chao can evolve or transform, gather all the needed material that your Chao will need to evolve or transform.
Make sure the items you need to combine with your Chao Egg are in your inventory as well as the Chao Egg itself, as if you're crafting.
Combine them all together and then equip your brand new Chao!
No Chao in the Garden except Robo Chao require a workbench.
